 Here's a set of brief reactions to Michel Callon's book Markets in the Making: Rethinking Competition, Goods, and Innovation. The reactions are by a diverse set of authors (as an economist I added a good deal to the diversity:)

Here is the beginning of my comment:

"Markets in the making
Alvin E. Roth
It is a pleasure to read Michel Callon’s completed book, after a lengthy pandemic correspondence, abridged in Callon and Roth (2021). Callon appreciates that markets are complex, dynamic, and an essential part of society, which itself is constantly changing, not least in response to changes in technology (such as computers and the internet). The book itself is testimony to the speed of change: speaking of gambling addicts, Callon writes “One day it will be possible to reach him at home through an app.” In the U.S. this has happened already, particularly for betting on sporting events while they are underway.

Much of what he says will be very agreeable to both sociologists and economists, although there is room to disagree about how some previous work is interpreted.

The book is not easy reading: the complexities that Callon considers prompt him to develop new words to describe them. He speaks of market “agencements” (which are constantly “reagencing,”) and, “passiva(c)tion” (which requires new punctuation and word formation, as markets help goods become “pass(act)ive”).

Callon also redefines familiar terms such as “competition” and “innovation.”

In market agencements, perfect competition … has nothing to do with that of neoclassical economics. Its only goal is to make bilateral transactions proliferate … 

and
Without innovation, there is no competition, and as a consequence, there is no market activity. … As we will see throughout this book, th[is] rule brooks no exceptions.

Rules that brook no exceptions worry me.


Notwithstanding these quibbles, Callon’s aim is to alert us to how markets, marketplaces, their participants, and the transactions they foster, all interact with one another and the larger economy in intricate ways that shape the society that also shapes them ... "

"Discussion and commentary
Michel Callon
What better way to express my gratitude to the colleagues invited by the JCE than to confess that, thanks to them and their demanding reading, I have a better understanding of what I was trying to do.

When you decide to write a book you have to start with a simple question and try, whatever happens, to take it (develop it) to the end. If you don't succeed, if difficulties and contradictions pile up along the way, it's because the question was badly formulated, or worse, it was uninteresting.

The question I began with is both fundamental and undeniably ambitious: What are the felicity conditions of a commercial transaction, understood as the exchange of property rights for monetary payment? This question, though simple in words, encompasses a vast and intricate world. It involves a specific environment where particular agents engage in relationships, where certain property rights are assigned to entities, where valuation mechanisms are in place, and where currencies circulate. This book focuses on the organization and architecture of this world.

Neologisms
It is difficult to grasp the peculiarities and characteristics of this world without making a detour into economic anthropology, which is one of the fields that studies it. I could have avoided the challenge, given the richness and complexity of this literature, but doing so would have meant abandoning the question. What kept me from giving up was a phrase from Nietzsche that Bruno Latour liked to quote: “For I approach deep problems such as I do cold baths: fast in, fast out.” (Nietzsche Citation2001, 231). Don't be afraid of the cold, but don't let it paralyze you! I tried to follow the advice as best I could, but maybe I didn’t get out of the bath quickly enough! The book is long—probably too long. But that’s not all. Not only does it lack illustrations (mea culpa), but it also introduces neologisms that are almost impossible to pronounce.

Take, for example, the notion of passivaction. When Koray Caliskan and I were looking for a word to describe the curious process that frames an entity's actions, whatever it may be, without limiting the entity’s ability to take unexpected actions, we first thought of “passivation.” We soon realized, however, that this term was quite rightly giving rise to complete misunderstandings. Few had read Antoine Hennion and Emilie Gomard's seminal article on people addicted to hard drugs, which showed that: a) becoming passive required complex and costly efforts, and b) passivity was a form of action in itself. To avoid creating new words, we settled on “pacifying.” While it was a better choice, it didn't fully capture the reality of the process.

When words are lacking, the only solution is to come up with new ones, in the hope that they will capture what we are trying to grasp. Whether we are talking about human beings, technical objects or non-human living beings and the services they provide, there is a balance to be struck between programmed behavior and the ability to deal with the unexpected. What would be the value of a worker with no sense of initiative? What would be the value of a technical object incapable of adapting (being adapted) to new circumstances? What would be the value of a draught horse that, through extreme domestication, had lost all ability to improvise?

No framing can completely stop overflows, and if it could, it would block any chance for adaptation and change. When a process is this universal, continuing to misname it would be a mistake. As Albert Camus said, “To misname things is to add to the misery of the world.” Passivaction may be a barbaric word, but it highlights the dual movement that transforms an entity into something that both acts and is acted on, both configured and configures, both passive, and thus active, or passivacted!"

"I can count on one hand the collaborations I’ve since had with economists: an edited volume on the concept of network with Patrick Cohendet, Dominique Foray, and François Eymard-Duvernay (Foray et al., 1999), and a recent article cosigned by Alvin Roth on the role of economics in formatting the economy (Callon & Roth, 2021). I enjoyed working with these colleagues because they were open and respectful, and I tried to be too. They understood my efforts to be in dialogue with their discipline. Their attitude was in stark contrast with the majority of their colleagues who were arrogant, bordering on dismissive. Every time I’ve had to share a flight with economists someone has snarked, “Michel, I hope the plane you’re boarding isn’t a social construction!” Economics is by no means a dismal science, but too often economists make it one.

"Through these encounters, so filled with incomprehension, it hit me that the very definition of economics was in play. There were so many things to question that went beyond pounding on homo oeconomicus, his unrealism or his vices and virtues. For instance, in contrast to evolutionary economics, mainstream economics was entirely based on an unrealistic definition of goods that was strikingly limited when applied to scientific knowledge. In asserting that scientific knowledge was intrinsically (by nature) non-rival and non-excludable, mainstream economists implicitly recognized that they were completely uninterested in the associated milieu of goods, that is to say in everything that gives them the capacity to be useful and consequently to be used. Economists did not realize that without an associated milieu a good is not a good. A scientific statement airlifted over the Gobi desert has no other fate than to dissipate into the sands because it is deprived of the socio-technical environment that gives it meaning and utility. Likewise, without the infrastructure that allows it to take off, navigate, and land, without the fuel supply contracts, control towers, and air traffic controllers, without the insurance companies, international regulations, and the legal agreements, an Airbus 380 remains grounded. A Nespresso capsule in the palm of George Clooney’s hand, without its dedicated machine or a supply of running water, is as useless as a car on an uninhabited island lost in the middle of the Pacific Ocean. A thing is not born a good, it becomes one; a thing is not born a public good, it must become one too."

Donkey meat for sale on Amazon: is a donkey a horse in California?

 Is a donkey a horse in California, where state law prohibits the sale of horse meat for human consumption. In particular, the 1998 law states:

"This measure prohibits both the slaughter of horses for human consumption and the sale of horsemeat for human consumption in California. In addition, horses could not be sent out of California for slaughter in other states or countries for human consumption. Under the measure horses include any horse, pony, burro, or mule."

I'm neither a lawyer nor a linguist, but, for what it's worth, "burro" is the Spanish word for donkey.

Wired has the story:

Amazon Has a Donkey Meat Problem. "The online retailer sells products meant for human consumption that contain donkey meat. A new lawsuit claims that’s illegal in California."

"A legal complaint filed in California last week by the law firm Evans & Page on behalf of the Center for Contemporary Equine Studies, a nonprofit, claims Amazon’s continued sale of these donkey-based products is more than distasteful—it may be illegal.  

"The Center alleges that Amazon’s distribution and sale of ejiao violates an obscure California animal welfare law called the Prohibition of Horse Slaughter and Sale of Horsemeat for Human Consumption Act. The 1998 ballot initiative, known at the time of its passage as Proposition Six, makes the sale of horsemeat for human consumption a crime on the grounds that horses, like dogs and cats, are not food animals and deserve similar protections. The Center is arguing that, under the statute, horsemeat is defined to mean any part of any equine, including donkeys. 

"For Frank Rothschild, director of the Center for Contemporary Equine Studies, the law is clear: Donkeys are equines, and the sale of ejiao for human consumption in California is illegal. “We are a scientific organization and not in the business of national advocacy. We want the defendants to stop selling ejiao because it’s illegal,” he says. “That’s the law.”

"Bruce Wagman, an attorney unaffiliated with the complaint who has practiced animal law in California for 30 years, says that while the center presents a reasonable argument, it’s unclear whether a judge would agree because the law’s wording leaves room for interpretation. “Horsemeat is not really defined in the text of the relevant statute,” he says. “But the spirit of Proposition Six is absolutely to prevent equines, including donkeys, from being slaughtered for people to consume. Period.”

"The complaint demands that Amazon stop selling ejiao immediately. If a judge ultimately finds Amazon in violation of the law, the state of California could fine Amazon for each sale. This type of regulatory pressure is not unprecedented. In 2018, prosecutors in three California counties accused Amazon of violating a 2004 state law banning sales of foie gras. In a settlement, Amazon agreed not to sell the fatty goose liver in California and paid $100,000 in civil penalties. "

Colorado legalizes magic mushroom/psilocybin therapies

 Denver is the mile high city, and the 2022 midterm elections have now legalized therapy with magic mushrooms/psilocybin, which has medical uses in treating post-traumatic stress disorder, among other things.

Colorado becomes second state with legalized ‘medicinal psychedelics’ by Olivia Goldhill in Statnews

"Colorado is the second state to legalize psychedelics, following Oregon’s 2020 passage of a similar ballot question. Like Oregon, Colorado plans to create licensed “healing centers” where people can take magic mushrooms under supervision.

“This is a truly historic moment. Colorado voters saw the benefit of regulated access to natural medicines, including psilocybin, so people with PTSD, terminal illness, depression, anxiety and other mental health issues can heal,” Kevin Matthews and Veronica Lightning Horse Perez, leaders of Natural Medicine Colorado, which campaigned for the measure, wrote in a statement emailed to STAT.

"The most advanced study for psilocybin, a Phase 2b trial on the drug for treatment-resistant depression published earlier this month, found the drug was effective at inducing remission in many patients, but the results were less striking than in earlier studies."

Colorado Voted to Decriminalize Psilocybin and Other Psychedelics,  by Tara Law

"Colorado voters have approved the broadest psychedelic legalization in the U.S., which would decriminalize five psychedelic substances and enable adults to receive psychedelics at licensed centers.

...

"The ballot measure decriminalizes the possession of certain psychedelic drugs for personal use in the state and specifically legalize psilocybin, the psychedelic component of magic mushrooms, for use at licensed facilities starting in 2024. (In those ways, it’s similar to 2020 measures approved in Oregon, which decriminalized possession of small amounts of drugs in 2021 and is launching a psilocybin access program in 2023.)

"However, Colorado’s Proposition 122 goes further in several ways. In addition to decriminalizing possession, it decriminalizes the growing and sharing of five psychedelics for personal use: psilocybin, psilocyn (a psychedelic also found in magic mushrooms), dimethyltryptamine (commonly known as DMT, which is found in plants and animals, including certain tree frogs), ibogaine (derived from the bark of an African shrub), and mescaline (which is primarily found in cacti; however, Prop 122 excludes peyote). It also clears a pathway for the use of all these psychedelics at “healing centers”—facilities licensed by the state’s Department of Regulatory Agencies where the public can buy, consume, and take psychedelics under supervision. The regulated access program would initially be limited to psilocybin, which would launch in late 2024, but if recommended by a Natural Medicine Advisory Board appointed by the governor, it could be expanded to include DMT, ibogaine, and mescaline in 2026."

The cost of a horse's smile (and the supply chain of chess sets)

 Among the pandemic shortages (along with toilet paper) are chess sets, whose sales have soared in response to the Netflix series "The Queen's Gambit." Chess sets, even wooden ones (as opposed to sets made of exotic materials), can be expensive. The NY Times explain why:

What Are You Paying For in a $300 Chess Set? Mostly the Knights.  The horses in higher-end wooden sets must be hand-carved, a long, specialized process to make sure all four are exactly the same.  by Sophia June

"If you bought a wooden chess set after watching “The Queen’s Gambit,” the price you paid was most likely dictated by just four pieces.

"The knights alone can account for as much as 50 percent of the cost of a nice wooden set. While the rest of the pieces can be machine-made, the knights are carved by hand to resemble the head of a horse, a tedious process to make sure all four are exactly the same.

"The knights in the set used in World Chess Championship matches ($310 for the pieces and $220 for the board) were inspired by a horse carving from the Parthenon in Athens, said Ilya Merenzon, the chief executive of World Chess, the company that licenses the rights to the matches. The process of creating the set when it was redesigned in 2013 required extensive back-and-forth communication with carvers in India to discuss minutiae like the horse’s smile.

"About 10 people specialize in carving knights for the World Chess sets, Mr. Merenzon said. It takes about two weeks to produce 100 sets, with a set of knights requiring about six hours to carve, he said.

"In the higher-end sets, “you can literally see the teeth carved into the horse’s mouth,” said Noelle Kendrick, the House of Staunton’s business development director. “They are extremely detailed. You can see the mane, the rivets of the mane, if it has a flowing mane.”

Experiments on school choice: a survey by Hakimov and Kübler

Abstract: The paper surveys the experimental literature on centralized matching markets, covering school choice and college admissions models. In the school choice model, one side of the market (schools) is not strategic, and rules (priorities) guide the acceptance decisions. The model covers applications such as school choice programs, centralized university admissions in many countries, and the centralized assignment of teachers to schools. In the college admissions model, both sides of the market are strategic. It applies to college and university admissions in countries where universities can select students, and centralized labor markets such as the assignment of doctors to hospitals. The survey discusses, among other things, the comparison of various centralized mechanisms, the optimality of participants’ strategies, learning by applicants and their behavioral biases, as well as the role of communication, information, and advice. The main experimental findings considered in the survey concern truth-telling and strategic manipulations by the agents, as well as the stability and efficiency of the matching outcome.


From the Conclusions:

"The purpose and style of experiments on school choice and college admissions has changed over time. Many of the early experiments were tests of the theory. Horse races between different school choice mechanisms were conducted. Recently, many studies have dealt with systematic biases in behavior that matter in matching markets, such as bounded rationality, biased self-assessments, etc. Moreover, recent work also focuses on the question of how the exact implementation of a mechanism, e.g., static versus dynamic, with or without advice, afects market outcomes. Thus, the matching literature has started to establish behavioral regularities that can be of interest for policy makers involved in market design and behavioral theorists."

Repugnance watch: Greyhound racing banned (even) in Florida

Florida had an active greyhound racing industry, now banned by referendum:

"After years of failing to push greyhound racing reform through the Florida Legislature, animal-welfare advocates took their mission directly to the state’s voters this week — scoring such a decisive victory that proponents say it signals the eventual end of the sport across the country.

“A 69-percent vote in Florida — a state with a still-conservative electorate — shows that this is now unstoppable,” said Carey Theil, executive director of GREY2K USA, the main force behind the Yes on 13 campaign to support the racing ban. “It sends a message not only to the remaining dog tracks in the nation but all around the world that dogs are members of our families and we will not tolerate industries that harm them.
...
"Florida’s 11 active dog tracks will have until Jan. 1, 2021, to phase out their live greyhound racing. They’ll still be able to race horses, if their tracks can accommodate the event, and they’ll still be able to have wagering on simulcast races from other tracks, including from dog tracks in the five remaining states where the practice is still active and legal."

A NY Times article begins by considering the problem of rehoming the racing dogs who will be retired, but includes an interesting feature of the industry that has kept dog racing active in Florida:

"Florida’s tracks remained in part because of state laws that require them to continue racing in order to keep their lucrative gambling operations. In Florida, only existing “parimutuel” facilities like dog tracks and horse tracks could obtain licenses to operate card rooms and slots."

"Killing horses isn’t technically banned in the U.S.; variations on an outright horse slaughter ban have surfaced but floundered in Congress several times since 2006. But appropriations committees did successfully ban funding to the USDA to inspect horse meat in 2007 — and if there’s no money for inspections, there’s no guarantee of safety, therefore it can’t be sold. In the words of a USDA spokesperson, “If there is no mark of inspection, then horse meat is not allowed to move in our national commerce.” This spelled the end for America’s three horse-slaughter facilities, closed a decade ago. (Their products had primarily been sent overseas.)"

He makes the cultural argument (cowboys tamed the West), but I'm not convinced...

Wild (and abandoned) horses are starving, because we love them too much

Chris Stewart, a horse-loving Republican congressman from Utah, writes in the NY Times:

The Hard Truth About the West’s Wild Horse Problem

"The federal government’s Wild Horse and Burro Program is broken, leaving thousands of animals to starve. The Bureau of Land Management says that the nearly 27 million acres it manages for wild horses and burros can sustain only about 27,000 animals. This year, the bureau estimates that there were more than 72,000 wild horses on the land, almost 50,000 too many and all fighting to survive.
...
"This isn’t just a horse management disaster, it’s a financial disaster too. In addition to the 72,000 horses it oversees on the range, the B.L.M. keeps about 45,000 horses that it has removed from the wild in corrals, off-range pastures and in sanctuaries. Over their lifetime, these horses will cost taxpayers roughly $1 billion overall, according to the B.L.M. That’s $1 billion we could otherwise spend on defense, education, job training or any other worthy cause.

"the bulk of the blame lies with shortsighted decision-making by misinformed but well-meaning members of Congress.

"Congress had once supported laws that allowed for proper management of these animals. Horses in excess of what the land could sustain were to be captured, put up for adoption, sold without restriction — including to slaughterhouses, which the B.L.M. does not do as a matter of policy — and as a last resort, humanely euthanized. The program wasn’t perfect, but the B.L.M. was able to keep the herds’ numbers in check while ensuring that the ranges were viable and healthy year after year.

"But since 2010, Congress has used annual appropriations acts to significantly restrict the ability of the B.L.M. to sell or euthanize horses. "

This is clearly not the situation intended by those who put in place the laws and regulations that prevent wild horse populations from being managed.  Maybe it's time to eat horsemeat, for the sake of the horses?  Not likely soon in the U.S.: see my previous posts on that...

Hot news off the AP wire on one of my favorite examples of a US-centric repugnant transaction. Here it is from the NY Times:

House Panel Lifts Ban on Slaughtering Horses for Meat

"A House panel has voted to lift a ban on slaughtering horses at meat processing plants.
The move by the House Appropriations Committee would reverse a horse slaughter ban that was contained in a huge catchall spending bill signed into law by President Trump in early May.
A move to renew the slaughter ban, pushed by California Democrat Lucille Roybal-Allard, was defeated by a 27-25 vote.
The Horse slaughter ban has mostly been in force for more than a decade. The ban is enforced by blocking the Agriculture Department from providing inspectors at meat plants that slaughter horses and is in place through Sept. 30.
There are currently no horse slaughter facilities operating in the U.S.
The vote came as the panel approved a Department of Agriculture funding bill."

Update: without fanfare, the Washington Times reports in December 2017:
"A Government Accountability Office report several years ago said the ban led to even worse conditions for horses, and the slaughter ban was dropped for a while. But advocates fought back, and the ban has been revived as part of annual spending bills, which block food inspections of horse meat, effectively prohibiting the practice.

Eat ponies to save them - says charity

"It maybe be controversial but an animal group is the latest to endorse the Princess Royal's suggestion of eating ponies in a bid to save their species..
The Dartmoor Hill Pony Association (DHPA) says the best way to save herds on the ancient moorland is by creating a "market" for them by eating them.
It follows comments by Princess Anne endorsing eating horses to improve their welfare.

"Founder of the DHPA, Charlotte Faulkner believes herders will only continue to keep the animals if there is a "sustainable market" for them.
In a letter proposing the idea sent to South West Equine Protection (SWEP), she said: "I am writing to ask whether SWEP would consider giving measured support to this understandably upsetting subject, which as pony lovers we find so hard to accept."

Could/should eating rabbits become repugnant?

We see lots of old repugnancies fading away (such as bans on same sex marriage), but new ones form from time to time too (like the ban on eating horse meat in California, which went into effect in 1998). Now Whole Foods is selling rabbit meat, and demonstrators are demonstrating their repugnance. The Atlantic has the story:

"No one is talking about selling kittens and puppies at the meat counter, but for the group of bunny-loving pet owners protesting near the Whole Foods in Union Square, they might as well be. Fifty or so women and men of all ages carry signs, pass out flyers and pamphlets, and try to spread their message to passing Manhattanites. “Boycott Whole Foods,” they say, “because they’re killing rabbits.”
Earlier this year, after developing its own welfare standards, Whole Foods launched a rabbit-meat pilot program across several North American regions that involves selling whole rabbit carcasses. In response, rabbit-protection activists organized a day of action this past weekend outside of more than 40 stores across the country. 
“Remember,” explains one website dedicated to this day, “Whole Foods says they are carrying rabbit meat because of customer demand. We need to show that enough customers demand that Whole Foods NOT carry rabbit meat.”

“God, that’s disgusting!” a woman says as she walks by, accepting a pamphlet from one of the protesters. “Rabbit is delicious,” says another, waving away the flyer. For every person who stops to the sign the petition, there are plenty more who don’t care or can’t be bothered."

Horse meat served in an Israeli restaurant, with subsequent apologies

Here's the story from Haaretz: Psst! That's horse you're eating, Tel Aviv waiter admits
Turkiz serves horse regularly but didn't mention it in the dish description; waiter tells the couple what the menu didn't.

apparently the restaurant has horse meat on its menu, but left it out of the description of at least one dish.

(Many Israelis may share the American repugnance for eating horse, but an additional complication there is that horses don't have split hooves nor chew their cud and so are not kosher.  Apparently the sale of horse meat for human consumption is legal there, unlike here in California...)

Eating horsemeat is good for horses, says Britain's Princess Anne

 "Princess Anne was speaking at the World Horse Welfare Organisation annual meeting when she made the comments:
"Our attitudes to the horsemeat trade may have to change" she said, because those in the trade "value their horses and look after them well" and therefore "should we be considering a real market for horsemeat and would that reduce the number of welfare case?
"I think this need a debate," the Princess Royal added."

Horses and slaughterhouses

Controversy about whether there should be horse slaughterhouses in the United States has made the news because of controversy between American Indian groups whose treaty lands are overrun by feral horses, and horse protection organizations that include actors who have played American Indian roles in films: On Fate of Wild Horses, Stars and Indians Spar

"Free-roaming horses cost the Navajos $200,000 a year in damage to property and range, said Ben Shelly, the Navajo president. There is a gap between reality and romance when, he said, “outsiders” like Mr. Redford — who counts gunslinger, sheriff’s deputy and horse whisperer among his movie roles — interpret the struggles of American Indians.

"The horses, tens of thousands of them, are at the center of a passionate, politicized dispute playing out in court, in Congress and even within tribes across the West about whether federal authorities should sanction their slaughtering to thin the herds. The practice has never been banned, but stopped when money for inspections was cut from the federal budget.

"In Navajo territory, parched by years of unrelenting drought and beset by poverty, one feral horse consumes 5 gallons of water and 18 pounds of forage a day — sometimes the water and food a family had bought for itself and its cattle.

"According to the latest estimates, there are 75,000 feral and wild horses in the nation, and the numbers are growing, Mr. Shelly said. They have no owners, and many of them are believed to be native to the West. The tribes say they must find an efficient way of reducing the population. Although it is common to shoot old and frail horses — and more merciful than a ride to the slaughterhouse — there are too many of them to be dealt with, and there is some money in rounding them up and selling them at auction.

"The United States has never fostered a market for horse meat, a dietary staple in places like Belgium, China and Kazakhstan. It does have a history of horse slaughtering, though; at one point, there were more than 10 such slaughterhouses in the country. The last three, one in Illinois and two in Texas, closed in 2007, after Congress banned the use of federal money for salaries for personnel whose job was to inspect the horses and the facilities where they would be slaughtered. (One thing inspectors look for is evidence of drug use on the horses, not uncommon among those once used for racing.)

"In their last year, the three plants slaughtered a total of 30,000 horses for human consumption and shipped an additional 78,000 for slaughter in Canada and Mexico, according to statistics by United States and Canadian authorities. Congress’s subsequent unwillingness to finance inspections made slaughtered horse meat ineligible for the seal of inspection it needs to be commercially sold, effectively ending the practice.

"Wayne Pacelle, the president of the Humane Society of the United States, a lead plaintiff in the lawsuit and one of the groups lobbying Congress to end horse slaughter, said its efforts were focused on preventing the killing of horses for human consumption “to avoid creating an industry that would turn horses into a global food commodity.”

Horse meat in Europe, continuing...

The European scandal over mis-labeled horse meat also reveals something about the cultural variation concerning horses as food, which plays into discussions about the common market...: Recipe for Divided Europe: Add Horse, Then Stir

A meat that nearly all Britons consider revolting, for example, is cherished as a protein-rich delight by a small but loyal minority in places like Belgium, the home of the European Union’s Brussels bureaucracy and Europe’s biggest per capita consumer of horse meat. (Italy, with its larger population, eats the most horse over all.)

"For a surging camp of so-called Euroskeptics in Britain, the fact that horse meat has entered the food chain through a host of middlemen and factories scattered across the Continent stands as proof of unbridgeable cultural chasms that, in their view, make the European Union unworkable."

"It has also led a growing number of European food producers and stores to seek shelter in patriotism by assuring consumers that their meat comes entirely from within their own country’s borders. ...

Human consumption of horse meat...some religious origins of repugnance

In the United States, the repugnance felt towards the human consumption of horse meat probably stems from our regard for horses as pets, and perhaps also from a feeling that they play a role in our national mythology, concerning e.g. the settling of the West.  But elsewhere, the repugnance may have a religious origin, or so says an article in the Canadian Veterinary Journal:

"Food avoidances and taboos have historically been based on religion, or have functioned to demonstrate social status differences between individuals and social groupings (18). Although Leviticus is silent on the specific issue of horse (19), in 723, Pope Gregory III indicated that the eating of horses was a ‘filthy and abominable custom’ in his instructions to Boniface, Bishop to the Germans (20). In Ireland, the Canones hibernenses, which date from the 7th century, impose an unusually harsh penance of 4 y on bread and water for the consumption of horsemeat (20). The explanation of this nonbiblically based Canon Law is that the consumption of horsemeat was associated with pre-Christian Celtic and Teutonic religious sacrifice (20,21). The church condemnation of horsemeat consumption was directed to suppressing pagan practices and distinguishing the Christian from the heathen (20,21)."
