The custom must've disappeared... If you've arrived in a group, someone reserves a seat for all while everyone else goes to order. After they get back, the person who choped the seats goes and places his/her order. And, actually, if the place isn't "self-service" (i.e. you make the order, you pick up the food, and you bring it back) you cab just tell the hawker where your table is--the tables are usually numbered--and they will come by with food.
